Sprint 17 creates the local-only AI agent governance foundation for Submicron Central System.

The implementation registers internal assistants, capabilities, tools, blocking guardrails, prompt versions, run logs, action proposals, information requests, human handoffs, evaluations, and memory notes. It does not connect to a real model provider, send external messages, change business records, approve finance or quotes, merge duplicates, run code, deploy, publish, or sync external systems.

Every assistant output must be treated as an internal draft and must show: AI-generated draft for internal review.
