Agent Memory Note Approval Workflow

Agent memory notes are governed records. They are not self-writing operational memory.

Required warning shown in the app:

No self-writing memory becomes active without human approval.

Workflow:

1. A user with agents.manage or agent_prompts.manage creates a draft note.
2. The draft note can be submitted to UNDER_REVIEW.
3. A user with agents.approve or agent_prompts.approve can approve, reject, or archive the note.
4. Only APPROVED notes are eligible for any future assistant context.
5. Rejected notes stay rejected and are not active.
6. Archived notes remain historical governance records.

Activity logs are created for draft, submit, approve, reject, and archive actions.

Sprint 17B does not make assistants self-update memory, does not add autonomous learning, and does not add external AI integrations.
