Submission is restricted to editable quotes and creates a pending `QuoteApproval`. Decision actions require `approvals.manage` and are valid only while the quote is in Internal Rev

Submission is restricted to editable quotes and creates a pending QuoteApproval. Decision actions require approvals.manage and are valid only while the quote is in Internal Review and the request remains pending.
- Approve →
APPROVED, sets approval time, creates a version. - Request changes →
CHANGES_REQUESTED, unlocks draft editing. - Reject →
REJECTED.
The send action checks status server-side and refuses any quote not currently Approved.
