Handover readiness

Testing completion requires projects.approve and moves a Testing & Commissioning project to Handover Pending with readiness set to Ready for Review. An approver advances it to Ready for Customer. A manager records customer handover Completed, after which an approver may close the project.

The screen displays required checklist items, tasks, and unresolved risks still open. These indicators inform the human decision but do not silently replace engineering or commercial judgment.

Maintenance transition is tracked as Not Required, Pending, Scheduled, Active, or Completed. A full maintenance/support module is outside Sprint 8.
