Draft Safety Boundaries

Critical Sprint 18 safety rule:

Agents may draft and propose. Agents must not directly send, approve, confirm, close, mutate, delete, merge, publish, deploy, or externally communicate.

Specific boundaries:

• Customer-facing draft remains draft-only.
• Payment reminder draft must not confirm payment.
• Quote review draft must not approve quote.
• Project escalation draft must not change project status.
• Support response draft must not close ticket.
• Documentation draft must not publish automatically.
• Data quality draft must not mutate records or merge duplicates.
• Coding agent must not execute code.
• No external messaging or integrations are added.
• No production secrets are added.
